WASHINGTON — The Consumer Healthcare Products Association (CHPA) has appointed Bill Head as vice president of government affairs.
Head, who previously led the government affairs department for the Generic Pharmaceutical Association (GPhA), fills the vacancy left by Andrew Fish, who recently joined AdvaMed Diagnostics as executive director, according to CHPA.
In addition, CHPA announced that David Spangler, senior vice president of policy and international affairs at the association, will add the role of general counsel and secretary.
Plans call for Head to start in the government affairs VP post on Jan. 17. Reporting to CHPA president and chief executive officer Scott Melville, he will be responsible for the association’s state and federal government affairs departments and political action committee. He also will serve as a member of CHPA’s senior management team.
Before his post at GPhA, Head served as a lobbyist in the health care insurance and pharmaceutical benefit management industries and was an adviser to former Nebraska Gov. Ben Nelson.
"Bill’s extensive and diverse background in state and federal government affairs, health care and public policy is the kind of experience we need to lead the CHPA government affairs team at this critical time," Melville said in a statement. "Throughout his professional career, Bill has demonstrated that he is a strong leader who will bring well-tuned political instincts and legislative savvy to this critical function of our association. We are delighted to welcome him to the CHPA team,."
Spangler takes over the general counsel and secretary duties effective immediately, according to CHPA. In his new role, he will continue to serve as a member of the senior management team and oversee policy initiatives and international efforts while directing the association’s legal affairs.
"David’s unparalleled knowledge of the consumer health care industry and commitment to the association has served our members well throughout his many years of service," Melville stated. "He is widely respected for his work both at home and abroad, and he is well-prepared to take on the additional role of general counsel and secretary, where he will work closely with me on board matters while overseeing the legal affairs function."
Spangler joined CHPA in 1984 as a legislative analyst and since then has served in various roles for the association in the president’s office, project management, international affairs and legal affairs before becoming senior vice president of policy and international affairs in 2006.
