WHIPPANY, N.J. — The Healthcare Distribution Alliance’s (HDA) Pharmaceutical Cargo Security Coalition (PCSC) recognized four outstanding leaders in supply chain security during its annual Educational Seminar in Whippany, New Jersey. The annual PCSC Awards celebrate professionals who have shown exemplary dedication to protecting the integrity of the supply chain and upholding the highest standards of safety and security in both public and private sectors.
This year’s honorees include:
- Dr. Ilisa Bernstein, the CEO of Bernstein Rx Solutions, LLC, has advocated for patients and the pharmacy community for nearly 40 years. She spent over three decades with the Food and Drug Administration (FDA), holding several senior leadership positions, including Deputy Director of the FDA’s Office of Compliance in the Center for Drug Evaluation and Research. Dr. Bernstein also served as the Director of Pharmacy Affairs for the FDA and Senior Advisor of Regulatory Policy in the Office of the Commissioner. Following her government service, Dr. Bernstein was the interim CEO and Executive Vice President of the American Pharmacists Association (APhA). Before that role, she was APhA's Senior Vice President for Pharmacy Practice and Government Affairs.
- John Tabor is a Senior Vice President for NRS Incorporated, one of the nation’s largest transportation entities and an active HDA service provider member. Mr. Tabor is a 30-year veteran of the retail and transportation industries. Throughout his career, he has served on several supply chain security boards and committees, including the Retail Industry Leaders Association Supply Chain Steering Committee, the Transported Asset Protection Association, the Transportation Loss Prevention and Security Association, the National Cargo Theft Task Force, and as a special advisor to the PCSC. Mr. Tabor was an integral part of the National Cargo Security Council (NCSC), one of the first organized efforts to educate about supply chain security issues. Within the NCSC and later in his career, Mr. Tabor has regularly provided his expertise to law enforcement divisions nationwide.
- Retired law enforcement officers John Cannon, a former Commander within the Georgia Bureau of Investigation, and Bobby Motley, a former Lieutenant within the Kentucky State Police, work for the supply chain risk management firm Overhaul in its LE Connect program. The program bridges communications between the victims of supply chain disruptions and law enforcement to help recover stolen assets and capture the perpetrators. In 2024, Mr. Cannon and Mr. Motley successfully influenced the recovery of more than 50 full tractor-trailer loads of stolen goods, and their team had a 90 percent rate of recovery. Further, they significantly reduced the degree of loss in pilferage attempts by coordinating a rapid law enforcement response.
