WASHINGTON — The National Pharmaceutical Council (NPC) announced it has appointed Kenneth Finegold as senior vice president of Research and Policy. relevant research.
“Good policy starts with good evidence — and Ken is one of the foremost experts on how evidence informs federal policymaking,” said John O'Brien, NPC president and CEO. "I developed the deepest respect for Ken while we both worked at HHS in the ASPE Office of Health Policy, and I’m excited to get to work with him again. NPC is fortunate he is joining our team."

“Ken brings unique experiences and leadership to our team as we work to advance policy-relevant research on the value of patient access to advances in medicine,” said Jon Campbell, NPC chief science officer. “Our collective work and contributions will benefit from his leadership in research and policy. We can’t wait to work with Dr. Finegold during this critical time.”
Dr. Finegold most recently served as a senior social science analyst in the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation (ASPE), where he led the Office of Health Policy Drug Pricing Team. He served at HHS for over 15 years and worked on health policy research related to the Department’s implementation of significant legislation including the Affordable Care Act and the Inflation Reduction Act. Prior to HHS, he was a Senior Research Associate at the Urban Institute.
Dr. Finegold has received numerous awards for his work. At HHS, he was part of four teams that won the top Departmental Award recognizing exceptional contributions, the Secretary’s Award for Excellence (two for work on drug pricing and two for work on coverage). He was part of one team that won the second-highest award at HHS, the Secretary’s Award for Meritorious Service. He also received the Alliance for Health Policy’s Unsung Hero Award in 2019.

Dr. Finegold has a PhD in Political Science from Harvard and an AB in Government from Cornell. He and his family live in Wilmington, Delaware.
