David Marin named president and CEO of PCMA

Brendan Buck will assume the newly elevated role of Chief Communications Officer.

WASHINGTON, D.C. — The board of directors of the Pharmaceutical Care Management Association (PCMA) has appointed David Marin as its new President and Chief Executive Officer following a nationwide search. PCMA also announced that Brendan Buck will take on the newly elevated role of Chief Communications Officer. Both appointments become effective on January 20, 2026.

Marin joins PCMA from Viatris, where he served as the Global Head of Government Affairs, Public Policy, and Advocacy. He has over 30 years of experience in public policy, coalition-building, and strategic communications.

“I am grateful for the opportunity to lead this exceptional organization at a critically important moment,” Marin said. “Policymakers at all levels are focused on costs, affordability, and sustainability. Our commitment is to be a driver of that conversation and to ensure the value our members provide is clearly understood.”

PCMA Board Chair Adam Kautzner, president of Express Scripts and Evernorth Care Management, said Marin is well-positioned to guide the association through a period of heightened scrutiny and change. “David is an energetic, results-oriented executive with a deep understanding of politics, public policy, and health care,” Kautzner said. “He has the board’s full confidence to strengthen PCMA as a premier advocacy organization focused on affordability and access.”

Kautzner also thanked Lucia Lebens for her leadership as interim CEO, noting she will continue in her role leading PCMA’s government affairs operations.

In a concurrent move, PCMA appointed Buck as Chief Communications Officer, highlighting a renewed focus on shaping the industry’s narrative. Buck most recently was a partner at Seven Letter, advising health sector clients, and previously held senior communications roles on Capitol Hill, including as counselor to former House Speaker Paul Ryan.

“Brendan brings unparalleled experience in congressional politics, media, and strategic communications,” Kautzner said. “He is widely respected for his insight and leadership.”

“There is no bigger public policy challenge than the rising cost of health care,” Buck said. “This role presents a unique opportunity to help shape solutions and elevate the value delivered by our member companies.”

Marin graduated from Harvard College and earned his Juris Doctor from the American University Washington College of Law. Buck is an alumnus of the University of Georgia and a former resident fellow at Harvard Kennedy School’s Institute of Politics.
