FT. LAUDERDALE, Fla. — Health Network One announced the appointment of Heyward Donigan as chief executive officer, effective January 1, 2025. Additionally, the company announced that the current CEO, Luis Mosquera, will transition to the role of executive chairman of the board.
With more than 35 years of health care industry leadership, Donigan brings a wealth of experience driving transformation, profitable growth, and operational excellence.
Most recently, Donigan served as president and CEO of Rite Aid, where she guided the company through complex industry challenges, expanded pharmacy services, and introduced critical COVID-19 support efforts, earning a Distinguished Leadership Award in 2022 from The Conference Board for service during challenging times.
“Health Network One has been a pioneer in developing innovative solutions to complex health care challenges for a quarter century,” said Donigan. “I look forward to working with the talented team to build on this legacy and further establish HN1 as the leading provider of specialty network management.”
In his new role as executive chairman, Mosquera will provide strategic guidance to the Board and Donigan while remaining actively engaged with key client relationships and contributing to the development of innovative product offerings.

Donigan’s track record spans roles at renowned health care companies, including CIGNA, ValueOptions, Sapphire Digital, Empire Blue Cross Blue Shield, Premera Blue Cross, and Rite Aid, where she established her reputation as a visionary leader committed to impactful change. Her extensive payor and CEO experience includes network contracting, operations, sales and marketing, underwriting, clinical care, and technology.
As president and CEO of ValueOptions, Donigan expanded behavioral health services and grew company revenues to over $1 billion. She then served as CEO of Sapphire Digital, leading the company through a period of record growth and enhanced consumer engagement.
