RESTON, Va. — Science Applications International Corp. (SAIC) has launched a new public-private coalition to help states implement the federal Rural Health Transformation (RHT) Program, one of the largest investments ever made in rural healthcare.
The newly formed Alliance for Advancing Rural Healthcare brings together SAIC, Arcadia, Castlight Health, Covista, Mission Mobile Medical, Telemedicine.com, TruBridge, and Walgreens to support state governments as they move from strategy to implementation under the $50 billion initiative.
The RHT Program, administered by the Centers for Medicare & Medicaid Services, is designed to strengthen healthcare systems in rural and local communities by improving access to care, modernizing infrastructure and stabilizing provider networks.
“The RHT Program is a once-in-a-generation opportunity for states to fundamentally strengthen rural healthcare,” said Srini Attili, executive vice president of SAIC’s Civilian Business Group. “But funding alone does not deliver tangible results. We brought together the visionary AARH partners to help states move from strategy to execution, ensuring that RHT Program goals translate into measurable, sustainable improvements for rural communities.”
The alliance will work directly with state governments, healthcare providers and community partners to address persistent access challenges, workforce shortages and aging health IT systems. Its focus areas include strengthening rural clinical workforces, stabilizing hospitals, modernizing electronic health record systems and expanding digital platforms that connect patients to care.
Suresh Soundararajan, SAIC’s RHT Program lead and former Virginia Department of Health CIO, said that states require partners who understand both public-sector accountability and the operational complexity of healthcare delivery.
“AARH helps states overcome these hurdles, delivering sustainable, people-centered solutions that address the critical needs of rural communities,” he said.
Each partner contributes specialized capabilities. SAIC will integrate AI, cybersecurity and data infrastructure solutions to support coordinated care models. Arcadia will provide analytics and performance benchmarking tools to improve cost and quality outcomes. Castlight Health will deliver digital care navigation and primary care services through Vera Whole Health. Covista will address workforce shortages by educating healthcare professionals and placing them in underserved markets.
Mission Mobile Medical and Telemedicine.com will expand access through mobile units, telehealth systems and remote patient monitoring, while TruBridge will support rural hospitals with revenue cycle management, electronic health records and financial sustainability solutions. Walgreens will serve as a community-based access point for preventive services, chronic care management and specialty therapies through its pharmacies and virtual care platforms.
As states advance their RHT Program implementation plans, the alliance said it aims to ensure federal funding translates into long-term improvements in care access, operational resilience and health outcomes for rural America.
